.10 x 1,000,000,000 = 100,000,000.

When you multiply anything by 10, you are just adding a zero at the end of the second number.

10,000,000,000

You have to move the decimal to the left two places because you have two numbers after the decimal in .10

you end up with 100,000,000.

If you want THAT in cents, move the decimal back over to the right two spots to get 10,000,000,000 cents.
