If you delete the song from the downloads folder, it will still be in your iTunes Library, and iTunes can still play it. If you don't copy it to your iTunes Library, and delete it from the downloads folder, iTunes will not be able to play it. You should set up iTunes so that it takes care of the files the way you wish. Don't try to arrange the files yourself by dragging them or copying them yourself into the iTunes Library folder. If you do that you might not see them in iTunes because the iTunes database has not been updated by iTunes. This is also true if you move files between the iTunes album or artist folders. Let iTunes do it and it will maintain the database and you can play all your music.
Itunes tax is always being changed. As of August 2010 i can tell you it is about 15%.

To buy a song off of iTunes the listed price is $0.99, but if you add tax, the actual price is $1.07. Luckily to buy the iTunes cards worth a certain amount of money, there is no tax added to the price in store, on account of the tax being added to the overall price of the songs. To import songs to the iPod Touch costs nothing as long as you have iTunes. But if you're in UK, (using GBP) then it's about 75pence

If this is on Itunes, there is no tax. It would just be $15. If it's from Blockbuster, or other movie stores, then the tax would be 10 cents to each dollar. But that's all I know.
