To convert a decimal to a fraction one needs to know what the figure relates to.... is it 16.9 out of X. If it is then you need to multiply both the number in question and the X by enough 10s to dispose of the decimal point. One 10 will give 169 and 10X. Now we need to make 169 the numerator and 10X the denominator of our fraction.... the numerator is the number above the line and the denominator is the number below the line. 169/10X If it is possible, the fraction can then be simplified by dividing both the top and bottom by any common factors... as the only factors of 169 are 13 and 13, then if 10X is divisible by 13 the fraction can be simplified, otherwise it must stay as it is.
