A horizontal line is a line that has a slope of zero. It is drawn on a graph by plotting y = n where n equals any real number. The value of n is located on the y axis and then a line is drawn parallel to the x axis through that y value. There are an infinite number of possible lines with the slope zero, of course. Any number on the y axis can have a line drawn through it parallel to the x axis, and any one of those lines is said to be a horizontal, and will have a slope equal to zero.
