Local noon is when the Sun is on the observer's meridian. However, this may not be the same as noon shown by a clock. Clock time relates to a time zone meridian, and is based on the movement, not of the True Sun (whose apparent motion varies), but of the Mean Sun, an imaginery body whose motion is uniform.
