In Mathematics it usually means that fractions are not written as 1/2 or 3/50 but are written in numbers following a decimal point..... a device used to indicate that less than a whole unit is involved... so that 1/2 is represented as 0.5 and 3/50 is represented by 0.06
The .5 indicates 5 tenths of a unit, and the .06 indicates 6 hundredths of a unit.
Just as numbers such as 123 mean 1 hundred and 2 tens and 3 units, so the numbers to the right of the decimal point change in value by powers of ten as you go further along.
Also, scientific notation also has a lot to do with decimals and exponents, which you will learn in middle school.
