It is important that the workers are not expected to sell their labor below the minimum standard. The minimum wage set can differ according to jurisdiction and applies to lower tier environment. In a city like Washington, a worker shouldn't be paid less than $8 and 55 cents while in UK, the wage is 5 pounds and 73 cents an hour.
