Function notation is a way to name a
function that is defined by an equation. For an equation in x
and y, the symbol f (x) replaces y and is read as "the value
of f at x" or simply as "f of x."
It is taking an equation, say y = mx + b, and replacing y with f(x). It is used to help people understand that y is determined from the value of x.
f(x)=2x+1
f(3+1)=f(3)+f(1)

The answer to 7.9*10^-6 - 7.9*10^-6 is 0 and that does not need any other notational embellishment.
Not every relation is a function. But every function is a relation. Function is just a part of relation.
