This measure ment means: Tire width in mm/Aspect Ratio/ Radial design on a 17 inch wheel.
The aspect ratio is the width/height of the tire. So in the example given the aspect ratio is:
55=255/height
So find height
255*.55=140.25mm
140.25mm=5.5 inches
So the overall height of the tire= (5.5*2)+17=28 inches
