Philadelphia, Pennsylvania was the site of the First Continental Congress (1774) and the Second Continental Congress (beginning 1775). After March 1, 1781, this Congress under the Articles of Confederation also met in the Pennsylvania State House until June 21, 1783.

Princeton, New Jersey's Nassau Hall was another location of Congressional assemblies for four months in 1783 (June 30 to November 4). So it is also technically a wartime capital. The Treaty of Paris officially ended the war on September 3, 1783.
