Answers for USA, Canada and countries running a 60 Hz power supply service.There are fixed requirements about heights of main breakers and meter enclosures, but this question is enquiring about outlets and/or receptacles.

For outlets as required by the NEC (US) they must be installed anywhere from 18" from the wall in the floor to 60" high on the wall. Other outlets may also be installed but they cannot be counted as "required outlets".

Outlets must never be installed "face up" in a countertop.

Apart from that, where outlets are placed seems to be a matter of personal choice and practice.

Some electricians are of the opinion that outlets are usually installed too low yet others install them low because that is what people expect to see. (Low is typical so cords are not visible above furniture.)

Standard mounting heights vary from installer to installer. Common receptacle heights vary from 12" to 24" with 16" or 18" center to center being most common.

Switch heights are usually around 52" or 54" to center, but, to accomodate some kinds of disability access or wheelchair considerations, many people use 36" switch heights and 24" receptacle heights. There is nothing in the US NEC about it and it is not clear if there is any law about it.

Counter-top receptacles are dictated-to by the counter height, so are 43" or so center to center.

Thermostats are usually mounted at about 72", which may have something to do with an ideal position for sensing heat in a room.

there is no prescribed height requirement, however to be counted as one of the NEC required receptacles in a residence the mounting height must be below 6'6"

The maximum height for the required outlets is actually 5 feet and includes receptacles within 18 inches of the wall if installed in the floor.

Generally speaking, most residential receptacles put in bedrooms, living rooms, and hallways are mounted 16 inches above the floor. Unless specified otherwise by an engineer, builder, or homeowner, the choice is made by the electrician doing the rough-in. Most of us use 16 inches, the old "hammer-handle" rule-of-thumb.

For UK, the minimum is 150mm above the work surface, and 300mm left or right of the hob or cooker and the sink(including the drainage board!)

Any socket outlet placed in a kitchen must be RCD protected!!

if following the NFPA (most popular in the USA) the rule for bathroom receptacles is

that is shall be adjacent to the sink within 30 inches of the sink basin (and must be ground fault protected); there is no specific HEIGHT requirement per code

From a common sense point of view, if the wall has tile on the bottom and something else above (like wallpaper) the receptacle should be either fully in the tile section OR fully out of the tile section (not half-and-half like some many mistakes I've seen)

The electrical receptacle for a GAS range is limited to the electronic controls and ignition and the timer and lights There is no code requirement for the height of the receptacle. Most of these appliances have a 6 foot cord. For ranges that stand on the floor, it is customary to hide the receptacle behind the appliance at an approximate height of 18" above the floor. For ranges that are installed inside cabinetry, you need to consider the exact cabinetry construction

Basement and garages 48 inches. Everywhere else, any where you like it. Electricians put them at hammer height for convenience. Put your hammer head on the floor and put the box bottom at the end of the handle, hold in place, then hammer on. Each one is a little different.

How high the bathroom electrical outlets should be depends on the intended use of the outlets. They are sometimes as low as 12-18 inches from the floor. They can also be placed higher up the wall so one can use it while they are at the sink.
