It is not the outlet that is tamper proof it is the cover plate over the device. The covers have special screws that hold the cover plate on. These consist of several different designs. Some are designed like a dome with two holes adjacent to one another, others are elliptical and taper to each end. It takes a special screwdriver to take these screws out (tamper proof). Pliers will not even work to take the screws out as they slip off the screw when pinching pressure is applied. Most of these types of screws are used in institutions to keep public fingers out of the electrical equipment. eg. prisons

Not 100% sure on this but I believe these are the child proof outlets that have a shutter device that covers the slots to prevent a child from putting anything in there. The shutter only opens if a plug is inserted w/ a prong in each side (neutral and hot).
