Gbps is a measure of bandwidth. It has NOTHING to do with speed, although it is sometimes informally called "speed". 1 gbps means that 1 billion bits can be transferred every second.

The signals itself usually travel at about 200,000 km/sec on the wire or optic fiber. This doesn't depend on the number of bits per second.
