Well it depends proportionally. Yes, traveling by sea is faster than by land. But if the sea route is considerably longer than the land route, the land route may be the quicker option. For example, if you traveled 5 mph by boat and were going 2000 miles to the destination, it would take about 17 days to reach the destination. Now, if you travel 2 mph by land and this route was only 1000 miles, it would take about 21 days to reach the destination. So in this instance, by sea would be faster, though that may not be the case all the time.
But to answer the simpler question: Boats are faster than walking.

It all depends on mass and friction.

The less friction you have, the faster yoi can travel.

So in outer space, where there is no friction you can travel the fastest.

On Land, where you have a lot of friction between ties, tracks and such and the ground, travelling is quite slow. Except for hovercrafts and rocket propelled cars and trains, but they are usually not used for travelling.

On the water, you usually use vessels for transport, that have large mass. A ship weighing 50000 tons can't really go fast. Its even slower than a train or a truck, but can carry much more mass.

In the air, you can use a plane for transportation. It uses a lot of fule and pollutes the air, and always comes down, even if it is not supposed to do. But travelling in a plain is faster than any land or sea transportation.

Of course, the fastest way to travel is teleportation.
