A strong acid and strong base (caustic soda ) reaction produces a salr and water. NaOH + HCl --> NaCl + H2O
You want 22 litres of the caustic in your 220. At present you have 4 in 100 so you add 18 of caustic and 102 of whatever the caustic is dissolved in.
Caustic is an adjective, not a noun. It does not tell you caustic what. You might as well ask for the mass of a blue.
