You can't have a ratio of 1 number, a ratio is a comparison of numbers.

"I'll eat 1 burger for every 1 bag of fries you buy for me."

Your ratio would be 1 burger:1 bag of fries.
it's still technically two numbers.

Or else your ratio of 1 number is "I'll eat 1 burger for every 1 that I eat"
and that don't make no sense boy!
