Virtually all national flags have a stipulated length/width ratio, usually 2:1, 3:2, or 5:3. The US flag ratio is 1.9:1 ( one point [decimal] nine to one).
The dimensions of the National Flag of Canada have an exact ratio of 2 to 1 (twice as long as it is wide) and must not be modified. The red band is 1/4 of the flag's width. The white band is 1/2 the flag's width.
There is no flag at the top of the Eiffel tower.
The ratio of length to width is 2:1. Each red band takes up ¼ of the flag, and the white in the center is a square. Which means that the ratio of the left red band, the white and the right left band is 1:2:1.
There are not specific sizes for the American flag, but for government specific flags, the hoist (width/height) to fly (length) ratio is 1:1.9. For example, if the flag is 5' tall, the length should be 9.5' long (5*1.9=9.5). Most flags are made to "general" flag hoist-to-fly ratios. These flags are often 2x3', 3'x5', 4'x6', etc.
The flag comes in all sizes but the length is always 2x the width.
