40 CFR 264.175(3) states "The containment system must have sufficient capacity to contain 10% of the volume of containers or the volume of the largest container, whichever is greater. ...". So in this case the answer is 55 gallons - but don't forget that the drum will displace volume. Generally you are looking at a collection volume of at least 66 gallons.
