The four smallest prime numbers are 2, 3, 5 and 7.

The smallest perfect square would have to be 2^2 x 3^2 x 5^2 x 7^2 or 44,100

For a positive number, just multiply the squares of the first four prime numbers. I am not entirely sure what you mean with "negative perfect square"; pressumably, you just need to add a minus sign. But note that negative numbers cannot be the squares - perfect or otherwise - of real numbers. The square root of negative numbers is a complex number.
