I've heard Russian tortoises stay pretty small, but I don't think they are the smallest. It really depends on the genes. Leopard tortoises are the 5th largest tortoises in the world but one of mine is still baby sized after a few years. We think that's because she was bred more for show than for being large and healthy.

the largest tortosi(sometimes plural of tortoise) or tortoises is one of the 4 giant galapagos giant turtles.....
