I'm not there to see the circumstances in which this happened and if it was a romantic gesture or he was getting "too touchy feely" with you. Only you can be the judge of that. If he is discovering he cares about you (and is not married) then he should be asking you out so he can get to know you more personally. If you are pleased with the work of someone you can verbally tell them, give them a good solid hand shake, pat them on the back, but you don't go around touching knees and kissing on cheeks. Be careful! If he keeps touching you and never asks you out, then it's up to you to tell him "hands off." You are going to have to decide where the balance is between the two of you. Good luck Marcy
