It can't be expressed as an improper fraction because it is less than 1 but as common fraction it is 1/4

I wouldconvert both to improper fraction,find a common multiple (CM),calculate equivalent fraction with CM as the denominator,add the numerators,change the improper fraction to a mixed fraction, if required,simplify the fractional part of the mixed fraction - if appropriate and required.
When the numerator is less than the denominator then it is a common fraction but if the numerator is greater than the denominator then it is an improper fraction.
It is a whole number. Fractions are common and improper. 1/1 is not a common fraction.
