If a set of numbers has a lowest multiple of 20, they can't have a highest multiple of 2. The greatest common multiple of any set of numbers is infinite, anyhow, so it's clear that there's a typo in your question.

However, the numbers 4 and 10 have a greatest common factor of 2 and a least common multiple of 20. Perhaps that's what you mean to ask.

HCF of 2 means both numbers have a 2 as prime factor, but this is the only common prime factor. LCM of 20, means that between the two numbers we have factors of 2, 2 and 5.

Assuming neither of the numbers are 2 or 20, this means we have to combine one number with the 2 and the other with the 5. This gives us 2x2 and 2x5 or 4 and 10.
