i would say that 7.5 is probably normal for most houses built in the 50's 60's 70's. Newer houses will usually have higher ceilings of 8, 9 or even 10 feet. Some older houses also usually have higher ceilings.

A good height for a classroom table is about 3 feet off the ground and enough height that the average student would not have to hunch over in order to do their work. It should also not be so tall that a person's elbows would be above their neck when resting on the table.

I live in a basement apartment. If the real question is what is the "minimum" height for a basement apartment - I would say it is what I am in. Which is 82 inches tall. Which is 6ft 10 inches. I can touch the ceiling but it is still comfortable.
We would have to know the wall height and how far from the exterior wall the point in your ceiling is. Example - you have a 8' wall and you want to know the ceiling height at the middle of the room 10' in from the exterior wall. So you would have 96" +(10 x 10) = 196" or 16 feet 4".
