If you're not concerned about the factors being distinct (ie. prime factors), then the number in question will simply be the largest power of two that is less than 1000000. That would be 219, or 524288, which has 19 factors, all of them two.

If on the other hand you're looking for distinct prime factors, then you can work this out by multiplying a series of prime numbers until the next value exceeds 1000000. That would give you 2 * 3 * 5 * 7 * 11 * 13 * 17 = 510510, leaving you with 7 unique factors.
