It's hard to say for sure, since there are different formulae for calculating an earthquake's magnitude. Generally, though, people say the biggest recorded was in Chile in 1960, with a magnitude (Mw, i.e. calculated by considering the size and amount of slip instead of the magnitude of the waves produced) of 9.5. See the link I added for additional info.
Chile, South America
On 1960 May 22, a magnitude 9.5, on the Richter scale, earthquake occurred in Chile. It was the largest known earthquake and resulted in over 6,000 deaths. It triggered a tsunami or seismic wave (incorrectly known as a tidal wave) that killed people as far away as Hawaii and Japan. Chile is also on a subduction zone.
The largest earthquake recorded to date was a magnitude 9.5 that occurred in Chile on Sunday, May 22, 1960.
Approximately 1,655 people were killed, 3,000 injured, 2 million homeless, and $550 million damage in southern Chile. The resulting tsunami caused 61 deaths, $75 million damage in Hawaii; 138 deaths and $50 million damage in Japan; 32 dead and missing in the Philippines; and $500,000 damage to the west coast of the United States.

Not all earthquakes that ever happened have been recorded. We've only recorded them for a little over a century, I believe. So you can't tell for certain. But the biggest earthquake on record is the Valdivia earthquake, from 1960. It measured 9.5 on the Richter scale.
