No state actually passed a bill like that. The closest story I have heard that approaches truth is a 1897 attempt by Representative T.I. Record of Posen county to introduced House Bill #246 in the Indiana House of Representatives. The bell tried to define Pi as the square root of 10, which is about 3.16227766016838. The bill never came to an official vote and eventually faded away.
