At the time it wasn't New Jersey, it was New England and still being ran be Britain; that why it was still a colony.
The colonists were entertaining the idea of self- government. Every colony, including New York, drew up their own constitution and an appointed governor ran the colony, but the colony's constitution limited his power to only being able to approve or veto laws.
