400 would have been a leap year.

The method for calculating leap years is a little complicated due to all the exceptions.

Years that are a multiple of 4 are a leap year, UNLESS the year is a multiple of 100 (then it is not a leap year), UNLESS the year is also a multiple of 400 (then it is a leap year).

Some examples

1800 - not a leap year because it is a multiple of 100

1900 - not a leap year because it is a multiple of 100

2000 - leap year because while it is a multiple of 100, it is also a multiple of 400

2100 - not a leap year because it is a multiple of 100

400 - leap year because while it is a multiple of 100, it is also a multiple of 400
