So you don't form a resonant chamber, a rectangle, that would cause the noise to be worse. (No, lets be reasonable, shall we?)

Another, more likely, explanation is that you need the ends to overlap, and staggering them is the only logical way to do that. (More rational, actually, don't you think?) Staggering the ends would also strengthen the "box" made up by each unit, so it would not "tip over" in the wind.
