When the Arab empire expanded to the Hindu area they have already had numbers, but it was not yet complete or in it's best form, laws and rules(math).
So the Arabs took these numbers and improved them to it's best state, that's why everyone in the world uses it.
Sadly the Arab nation does not use this form of numbers today, but they still use the old Hindu form of writing, but all the rules of math are use from the improved Hindu-Arabic version, weird isn't it!?!
They are called so because they are of an Arabic invention then they had been transmitted to the whole world. The philosophy behind them is that the number of angles in the form of the number represents its value, this explains why Arabs put a small dash in the middle of the number seven.
& yes,it's weird that the Indian form is usually used in the Arab world while the Arabic form is used all over the world including the Arabian world but not that much.
