You do not have a good ground connection on the neutral (white) wire. Have an electrician check the meter base neutral wire and make sure that the connection in your breaker panel is good. Often aluminum wires will have a heat related loss of connection. If this is the case, get a bottle of aluminum oxide inhibitor for aluminum wiring. Goop a bunch into the fitting then re-tighten the wire. If you aren't familiar with what you're doing, get a professional.
