For me the rules of decimals says that when you have multiplication, if you move one decimal to the right you must move another decimal to the left by the same amount
In your example..
100 x 0.1 =10
It works because 100 = 100.0
Note when you move a decimal to the right you are effectively multiplying the number by 10, for example...
23.3 x 10 = 233.0
When you move it to the left you are dividing it by 10....
23.3 /10 = 23.3 ÷ 10 =2.33
