Because of the way binary numbers are defined. Well, I didn't check it, but you can calculate the following: multiply the first digit to the LEFT of the decimal point by 1, the next by 2, the next by 4, etc.; for the decimals: multiply the first digit to the RIGHT of the decimal point by 1/2, the second by 1/4, etc.; and add everything together.
