The system you are refering to was developed by the French. The deflector system relied upon a steel wedge being bolted to the propellers, so they could deflect the bullets that hit the propeller. It was the first successful design that allowed bullets to be shot forward, through the propeller. This system did not have any synchronisation gear attached, that would allow the bullets to fly between the blades, but rather relied upon the metal to prevent the propeller blades from being shot to pieces by kicking bullets aside. Enough bullets made it between rotations to allow the pilot to hit a target.
