it might be because your not getting the proper ventilation in your attic. make sure your attic space has a ventilation fan that can blow the hot air out of your attic. a cool attic space will make a cool home space.
Partially wrong answer given above by someone. The truth is 2200 Sq Feet a 4 ton is at best undersized. In a perfect world and a perfect home (good insulation, double pane windows newer construction) the rule of thumb in the business is 500 Sq Feet per ton IF you have pretty much an air tight, well insulated home. In a not so perfect setting, the rule of thumb has always been 400 Sq Feet per ton which means a 5 ton would actually and technically be a tad undersized but would be an improvement over what you have. Too big is as bad as too small. You are most likely getting eat up in electric bills. A 5 ton would cool it MUCH faster, remove more humidity which is an AC's first and foremost design by the engineers and save you enough to actually pay for a new unit in a matter of a few years. They are called air conditioners and not called Coolers for a good reason. There are such animals called chillers or coolers but they are not an AC.
There are other factors also you did not say or mention, is your unit a newer one, is your coil dirty, filter, return and blow ducts proper sized? There are far too many questions need be answered before anyone can say why it is not cooling! believe it or not even a bad thermostat can be the culprit, but until you give an exact detail of it not cooling you need to include many factors that most home owners cannot answer. What is the CFM, temperature across coil in and out etc etc etc
