Since our calendar year, as well as everything we do, is based on time, the 60 minute increment of time is not only convenient, but also necessary. It would be much more complicated, confusing, and time consuming to measure time in anything other than in hour (60 minutes). With there being 60 seconds to a minute, 60 minutes to an hour, 24 hours to a day, etc., this is what keeps the earth's 'time table' on track.

Q: Why is it convenient to measure time in 60 minutes?

1 hour = 60 minutes. 90% (or 0.9) of 60 minutes = 54 minutes.

This question cannot be answered sensibly. A mile per hour is a measure of speed, while a minute is a measure of time. More information is required.

It has to be considered a measure of time because you do not say how many hours there are in a year, month or fortnight, you say days and so must be considered a measure of time. The same stands for seconds, minutes and hours, because are hours any less a measure of time because they are 60 minutes? No. The same stands for days, they consist of 24 hours and so therefore count as a measure of time.
