Leading zeroes are usually written when there is a list of mixed words and numbers, and the list must be later sorted alphabetically by a cumputer, eg:

In this example, if 02 didn't have the leading zero, it would have been put after the 11.

On the other hand, zeroes written on the right express the precision of the measurement.

So if you inform that you weighted 2.56 grams of sugar, it implies that it has an error of 0.01 grams. And informing that you weighted exactly 2.5600 grams implies the error is 0.0001 grams.
