What size is the AC? Look at the power consumption rating of the AC unit; if it pulls anything close to 15 amps, a new breaker will not solve your problem.

There should be an information panel that shows the current draw of the AC. If the AC pulls more than the breaker can handle, you need to re-wire the outlet for the AC. You can't safely just replace the breaker with a larger one since that would result in a fire hazard.

Should a window air conditioner trip a 15 amp ground fault circuit breaker when the compressor cycles on?

You need to find the rating label on the unit. It would not be unusual for this to happen. I expect you need a 20 amp circuit.

What would happen if a 240V breaker was on and someone attempted to turn on the clothes dryer?

Don't understand this question. If the breaker is on, then the dryer would function normally, if the breaker your are referring to is the one for the dryer. If the breaker is off then no function. A dryer runs on 220.

Can you use any other brand of circuit breaker in conjunction with a Challenger circuit breaker?

A Murray or similar breaker would work but most inspectors want the brand breaker to match the brand panel.

Why does your garbage disposal breaker keep throwing?

There are only two conditions that cause a breaker to trip. An overload condition of the connected load is one cause. To cause an overload condition on a breaker that supplies a garbage disposal, the motor in the unit would have to be jammed. Turn the breaker off and see if you can turn the blades in the unit. This might have to be done from the under side, look for the motors cooling fan on the bottom of the motor and see if you can turn it. If the breaker trips instantaneously when the unit is turned on, then there could be a wire grounding in the motor junction box. Same scenario, turn the breaker off, open the junction box and look for wiring problem. Use your power of smell, it is a fine diagnostic tool when it comes to burnt electrical equipment.

Is 95 amps to much for a 100 amp breaker?

I'm assuming you mean 100 amp service, not circuit breaker? The NEC code states the minimum service is 100A. Depending on your definition of "small", this would be sufficient. It all depends on your large loads too (Electric water heater, Air conditioner, electric range, etc). These appliances can pull some large amperage.

Why would a higher amp breaker trip before a lower amp breaker?

Need more information. It doesn't seem rationale that they are protecting the same circuit unless you are substituting one for the other for a test. A unit like an air conditioner may have multiple breakers and a higher value breaker may trip because the load it is connected to is drawing current in excess of the rating of breaker.

Your air conditioner runs the risk of blacking out the building you live in is there anything you can do to isolate your air conditioner so it will not trip anything or overload the buildings power?

No. You wouldn't want to set up your air conditioner so that it can't trip anything. That would defeat the safety feature of a circuit breaker and probably result in a fire. However, in a typical situation I doubt your air conditioner could actually black out the building's power. Most likely it's not the only culprit, and anyway, the only breaker that it should be able to trip is its own, not the main. If it is tripping the main breaker before its own, the building service is overloaded. The best and safest solution is to have the service evaluated and/or corrected by a professional electrician.

What would cause your room air conditioner to stop turning on?

First try electrical - fuse box or circuit breaker. It may have a circuit breaker at the end of the cord/plug. Also, try connecting it directly to a wall socket - not into a power strip. If that doesnt work, you may need to call in a pro.

What would cause the outside part of your air conditioner to stay on after you turn it off?

A stuck compressor contactor. You can turn off the circuit breaker or pull the outdoor disconnect switch to stop it if you have not already done so.

Can you use a Circuit breaker as a switch?

Yes. But by constantly throwing the breaker handle back and forth will eventually loosen the mechanical parts inside the breaker to the point where the breaker will fail. There are breakers made for the purpose of switching, usually used in big warehouses to shut off banks of lights. The price of one breaker is probably equal to the price of about 10 standard light switches.
