Your speedometer on your 1999 VW beetle only goes to 45 miles per hour even if you are going 70 mph How do you fix this?

I am a used car dealer and sell tons of vw's. I have had several beetles that dont register speed, fuel or rpms correctly. the only way I have found to make it close without taking it to the shop is remove the glass covering the spedo cluster and pull off the red needls and place them at zero. not sure how close to correct it is but I do think it is close.
