When you take a number to a negative power, it's the same as taking its reciprocal to the positive power. So (-3)-4 is the same as 1/(-3)4. Because a negative number times a negative number is a positive number, any number to an even power is positive. So

1/(-3)4=1/34

Now we just need to multiply 3 by itself 4 times, then divide one by that. So we get...

1/(3*3*3*3)=1/81=~0.123
