In European notation a lakh is a unit in the Indian numbering system equal to one hundred thousand (100,000). Therefore 4 lakh = 400,000.

However, the Indian notation (where one places the commas to group numbers) is different and a lakh is written as 1,00,000. Therefor in this notation 4 lakh = 1,00,000.
