They're not. Rational numbers are those that can be written as the ratio of two integers -- as a fraction with an integer on top and bottom, in other words. The number 1.5 is not an integer, but it is rational because you can write it as 3/2.

A rational number is a number that can be expressed as a fraction with one integer over another integer.

All integers can be expressed as a[n improper] fraction as themselves over 1 (for example 5 = 5/1) which is the form of a rational number.

Thus all integers are rational numbers.
