This depends on what you want to do. If you are making a solution, how many milligrams per milliliter do you want the solution to be (or g/L as the case may be)?

If you have a liquid and were told to take X milligrams but can only measure in milliliters, then you need to know the density of the liquid.

For example, in standard conditions (room temperature and pressure) water is 998.23 milligrams per milliliter. So you'd use about 0.33 milliliters of water to get 325 milligrams of it.
