Various style sheets suggest including the written numbers (one, two, three) up to either ten or twenty, then using numerals for the longer numbers. One note is that the use should be consistent within a clause, for example, you would not say that something occurred "two out of 30 times", but rather "2 out of 30".

(Penn State's style guide suggests writing out anything under 100, which is atypical.)
