An improper fraction is one in which the numerator is equal to or larger than the denominator.

A normal fraction has the top bit smaller than the lower bit like this:

1/2

With an improper fraction the top bit is larger than the lower bit like this:

3/2
an improper fraction is a high number over a lower number like 20-10=2-1

It is a number where the denominator (bottom) is smaller than the absolute value of the numerator (top).

By the earlier definition, -3/2 would not not be an improper fraction because -3 is lower than 2 and so it is not a high number over a lower number.
