The only way you can change a 15 amp to a 20 is you have to replace the 14 gauge wire going to it with a 12 gauge wire, then replace the 15 amp breaker with a 20 amp breaker. You can put a 15 amp outlet on a 20 amp circuit as long as there is more then one receptacle. A double receptacle counts as two receptacles.

To safely change a circuit from 15 amps to 20 amps you'll need to replace all of the wiring to 12 AWG and replace all outlets that may be underrated.

DO NOT simply replace the fuse with a larger one. That is unsafe.

The fuse is there to protect the entire circuit, including the wires. If you put too much current through a wire it will eventually overheat and there is a serious risk of fire.

Fuses and wires should always match; don't put an oversized fuse on an undersized wire.

You can replace a 15A outlet with a 20A outlet. However you need a circuit protected by a 20A breaker or fuse and 12 AWG wire to run 20A through the circuit.
