The answer will depend on which unit you are converting from and which unit you are converting to. If, using the SI system, you are converting between units that measure the same characteristic, then the conversion is simply a matter of multiplying or dividing by a power of 10. In the Imperial system (also called the English system), there are different multiples for most conversions. Some examples -

2 pints in a quart

3 feet in a yard

4 quarts in a gallon

6 feet in a fathom

8 furlongs in a mile

12 inches in a foot

14 pounds in a stone

16 ounces in a pound

20 hundredweight in a tonne

Converting between the two systems is even more complicated since most factors are fractional.

If the measures are related to different characteristics, for example one of mass and one of volume, then by the rules of basic dimensional analysis, conversion is not valid.

The benefit of having a single system of names and measures is considerable. Even in recent years, several major mistakes have resulted from folk using different scales for temperature.

There is of course a period of adjustment as people become adjusted to the new units, but as far as I know of, no country has reversed a change. But some countries still allow the old units (a pint of beer) instead of a complete change to SI.

It is worth noting, that the Metric system (aka System International, SI) has long been a legal measure even in the USA.

Adressing the issue of the process of such a change, the short answer is that it carries real costs, involves a wide re-education plan, and takes considerable time and planning.

With the change of standards for dimensions, all the weighing, measuring, and dimensional manufacturing equipment in the country will have to be up-graded.

The school books, shop scales, manufacturers plant etc will all need bringing into the new regime. This is not cheap, but there are examples to be studied of others who have made such a change.
