You can't run this light on a 120V circuit and get the same light output if it is designed to run on a 240V service. You need a voltage converter transformer. They are a common item sold for international travel. The difference in frequency shouldn't affect the light.

I think they cant because I made aDC t AC inverter with a frequency of 60Hz but whenever I powered up my appliances all other gadgets worked fine apart from the halogen bulbs which blew all the time.

Yes. the voltages will be compatible. Though in North America it will probably be hard to find 220 volt rated lighting fittings as the common voltage rating for lighting fixtures is 120 volts.

It depends on what type of unit you are talking about. Some equipment will and some will not. Most resistive equipment will work on both frequencies.
