This is debatable because different drugs have slightly different effects on each user due to every individual's unique body chemistry. This causes certain users to feel the effects more strongly than others. However, I would suggest that the strongest is Flunitrazepam (Rohypnol).
I would say that diazepam is the gold standard for the strongest benzo.
